Overview of the project
Origin of the project
Ltd. intends to invest 158 million yuan to acquire 43.42 acres of land, selected site Xiangju County, Zhejiang Province, Yongan Industrial Clustering Zone, east of the highway lead to the north of Road 8 (28 ° 53'13.78" north, 120 ° 50'10.56" east), a new construction area of 40057.9m2 of the plant, on the automotive sealing strip manufacturing project, the product programme for the Annual output of 40 million metres of automotive sealing strips.
According to the relevant provisions of the Environmental Protection Law of the People's Republic of China, the Environmental Impact Assessment Law of the People's Republic of China, and the Regulations on the Administration of Environmental Protection of Construction Projects, the project must carry out an environmental impact assessment in order to realistically, objectively, and scientifically assess the impact on the surrounding environment after the implementation of the project. According to "Classified Management List of Environmental Impact Assessment for Construction Projects" (Order No. 44 of the Ministry of Environmental Protection of the People's Republic of China), this project belongs to the category of "Refining and Vulcanisation Processes" in the category of "XVIII Rubber and Plastic Products Industry, 46 Tyre Manufacturing, Reclaimed Rubber Manufacturing, Rubber Processing, Rubber Products Manufacturing and Retreading". Vulcanisation process" project, therefore need to prepare an environmental impact report. Ltd. was entrusted by Zhejiang Xianju County Boda Profiled Rubber & Plastic Co., Ltd. to undertake the preparation of the environmental impact report of the project, the company's staff after on-site investigation and engineering analysis, according to the "Technical Guidelines for Environmental Impact Assessment" requirements for the preparation of the project's Environmental Impact Report (draft for review). The draft for review passed the expert review meeting on 23 March 2018, and according to the opinions of the experts attending the meeting, the environmental impact report (draft for approval) of the project was finally formed and submitted to the environmental protection authorities for approval.
2、Project characteristics
(1) against the "National Economic Industry Classification" (GB/T 4754-2017), the project belongs to the "C2913 rubber parts manufacturing" industry; the impact of the project's operating period of exhaust gas on the external environment is the focus of this EIA, the rubber extrusion production line heat source combustion of natural gas, and the rest of the facilities with electricity.
(2) The project site is located in Xianju County Economic Development Zone, the development zone planning EIA report has been adopted on 17 December 2015 by the Environmental Protection Department of Zhejiang Province under the auspices of the planning of the EIA review meeting, and issued a review opinion.
3. Evaluation work procedure
The EIA work is generally divided into three stages, namely, the investigation, analysis and work programme development stage, the analysis, demonstration and prediction and evaluation stage, and the preparation stage of the EIA document, and the specific flow is shown in Figure 1.
